What Is ELCAS?
The Enhanced Learning Credits Administration Service (ELCAS) was designed by the Ministry of Defence (MoD), in which financial assistance is provided to active serving personnel and service leavers of the Armed Forces. The financial assistance is in the form of Enhanced Learning Credits (ELC’s), which are used for any new course or type of learning, offered under the ELCAS scheme, to transition into a new career. ELC’s ensure that Service Personnel can seek new career opportunities when they leave the Armed Forces.
Who Can Take Advantage Of The ELCAS Scheme?
Any armed force member or service personnel who are planning to leave, or have already left the armed forces, are eligible for ELC’s. They don’t have to use them, although many will if they are looking for a different career avenue.
Why Is ELCAS Important?
ELCAS is in place to help armed force members transition back to a civilian lifestyle and an important service. The system also gives Service Personnel the opportunity to decide what training and career opportunity they want to pursue. The lifestyle of the armed forces is very meticulous, and many who have to leave the armed forces struggle to adjust to civilian life on their own. This includes moving into a civilian career that utilises their current skill sets.
This is why ELC’s are essential to help support our fellow Service Personnel. They give individuals from the Armed Forces opportunity to move into a new career that is rewarding and matches the skillset they may currently hold from their time in the Armed Forces; while also letting them complete the course they want to gain a certification in at a significantly reduced cost.

How Does The Credit System Work?
Financial assistance is in the form of an upfront payment, applicable for a maximum of 3 separate financial years (Financial year being from 1st April-31st March). This funding helps to cover up to 80% of the course you are completing.
All courses offered through ELCAS must be at least level three or above on the National Qualification Framework (NFQ) in the UK, Wales and Northern Ireland. Or, a level 6 or higher on the Scottish Credit and Qualification Framework (SCQF). The course qualification is outlined when you proceed to book.
When Can You Use Your Credits
You can submit a claim up to five years (if you left on/after 1st April 2016) or up to ten years (if you left before 1st April 2016) after you leave the service.
How Many Credits Do You Receive?
There is a Lower and Higher tier which can determine what amount of credits you are permitted to obtain.
Lower Tier
You can claim up to £1000.00 per financial year if you have accumulated 6 years of eligible service.
Higher Tier
You can claim up to £2000.00 per financial year if you have accumulated 8 years or more of eligible service.
There is also the Wounded, Injured or Sick (WIS) entitlement.
WIS
If you were wounded, injured or sick, or medically discharged before reaching the four-year eligible service then, you may still be eligible to claim ELC’s.
Your training course- how you apply for the training
When you are planning to book a course through the ELCAS scheme, you must complete a claim form which are sent to the MoD and the Training company. You can also visit the official ELCAS website for all Frequently Asked Questions about ELC’s.
You must complete the appropriate form in sufficient time before your course start date. The average processing time for a typical ELCAS application is up to two weeks. You will receive a claim authorisation note after, which approves you for the credits you have acquired to be used for the course. This must be sent to the training company once again.
Once the forms are sent to the relevant people, your course payment can then be confirmed and then you can prepare for your training!
