2 Start Are CITB Approved
2 Start Ltd is an Approved Training Organisation (ATO) with the Construction Industry Training Board (CITB), allowing our customers to claim grants for completing our registered courses. Being an ATO means that 2 Start offer training which is provided at an industry-agreed standard.
The CITB levy and grants scheme exists to help the UK construction industry build and maintain a skilled workforce. It provides grants that support employers in training their staff effectively. In turn, this helps uphold health and safety standards across construction sites while ensuring vital skills stay in the industry. As a result, projects are more likely to finish on time, within budget, and to a high safety and sustainability standard.
Purpose of the Levy
The CITB explain that the Levy they offer supports the construction industry, helping to provide a “…skilled, competent and inclusive workforce…”. This helps industries grow and expand their employees skillsets at a reduced cost.
CITB partners with training providers like 2 Start to support the construction and wider working industries.
Together, we aim to strengthen skills, encourage growth, and keep the workforce moving forward. The levy allows employers to build their team’s skills, certifications, and experience, all at a manageable cost.
Grant Tiers
As of 1st April 2023, the levy grants for CITB have been updated.
Grant rates fall into three pricing tiers. The course duration and content determine which tier your training will fall under. Make sure you check the course details to understand what level of funding you can expect.

The courses 2 Start offer within the CITB grant system, and the tiers they fall under are as follows:
- IPAF 1B MEWP Operator (Static Cherry Picker/Static Boom) [Tier 2]
- IPAF 3a & 3b MEWP Operator [Tier 2]
- IPAF 3a MEWP Operator (Mobile Scissor Lift/Mobile Vertical) [Tier 2]
- IPAF 3b MEWP Operator (Mobile Cherry Picker/Mobile Boom) [Tier 2]
- MEWPS for Managers [Tier 2]
- PASMA Towers for Users [Tier 2]
- PASMA Towers on Stairways for Users [Tier 2]
Refer to the Approved Course List on CITB’s website for the full course directory. Grants are paid once for each individual per course, with the exception of a renewal or refresher course.
Which courses are covered?
As a CITB accredited ATO, 2 Start Training has several courses registered under the CITB Short Course Duration Grant. Short duration courses last from 3 hours to 29 days, focusing on the core construction skills needed across the industry.

- Assured Products – courses delivered to an agreed industry standard
- Recognised Products – an approved standard by a relevant awarding body that is widely accepted by the industry (e.g. IPAF, PASMA, Ladder Association)
- CITB – relating to the Site Safety Plus courses
What Employers Need To Do
If you are looking to get your staff onto a CITB approved course, you must book your employee onto their required course (our full schedule and availability can be found on the 2 Start Training website).
You will also need to provide us with the following details:
- Delegate Name
- Date of Birth
- Address
- NI Number
- Employer CITB Levy Number

How To Make A Claim
Because 2 Start is a CITB Approved Training Organisation (ATO), we handle the admin for you.
After your employee successfully completes their course, we update the Construction Training Register. As a result, you’ll automatically receive the grant payment, no extra steps required.
How You Will Receive Payment
Grants can only be paid back via bank transfer. So ensure that CITB holds your current bank details, which you can do through their secure online Bacs Direct Credit Authorisation Form.
Who Can Claim?
Any employer can claim if they’re registered with CITB and meet the general grants scheme eligibility criteria.
In addition, Short Duration Grants apply to all directly employed PAYE staff and sub-contractors.
However, it’s important to note that CITB does not pay grants to individual employees. Instead, the claim goes through the registered employer. Make sure your business meets all the requirements before applying.
Eligibility Requirements
Employers are able to claim grants if they have sent a Levy Return to CITB by 30th November of each year (where applicable).
